Goods from retailers that are intended for end consumers;
Goods from agricultural producers transported by them or on their behalf;
Goods relating to intra-Community transactions;
Goods relating to transactions with third countries subject to a customs destination;
Goods that are moved due to a change of premises of the taxpayer, provided that the date of such change is communicated to the tax authorities at least eight working days in advance.

What is the difference between a Shipping Guide and a Transport Guide?
There is no structural difference between the consignment note and the transport note or other equivalent documents, as long as they contain the elements listed in article 4 of the Goods in Circulation Regime. Only their commercial purpose differs - the consignment note indicates the shipment of goods, while the transport note is the document that accompanies the goods during their transportation.
Mandatory Elements of the Transport Document (Article 4 of the Goods in Circulation Regime ) :
Name, company name or corporate name of the sender of the goods;
Domicile or registered office of the sender of the goods;
Tax identification number of the sender of the goods;
Name, company name or corporate name of the recipient or purchaser of the goods;
Domicile or registered office of the recipient or purchaser of the goods;
Tax identification number of the recipient or purchaser, when the latter is a VAT taxable person (art. 2 of the CIVA);
Commercial name of the goods, indicating the quantities;
Loading and unloading locations;
Date and time at which transportation begins.
How to issue a Transport Guide?
To create transport documents, choose one of these methods:
Through software certified by the Tax and Customs Authority (AT), for example Vendus .
Through software created internally by the company;
Directly on the Finance Portal ;
On paper through authorized printers.
It is important to note that you must notify the Tax and Customs Authority (AT) of the transport documents before the goods are released onto the streets. You must also carry the code assigned to each document, presenting it in the event of inspection.
